Motu Proprio of Pope Francis regarding certain competencies in economic-financial matters

The economic reorganization of the Roman Curia responds to the decision of the recent Popes. They have been hardly working to transform the Vatican and the Holy See according to the principles of transparency and profesionalism. In this path, on 4 July 2016, the Holy Father approved a motu proprio that implements reform of the organisms engaged in control and vigilance as well as the administration of Holy See goods. The fundamental objective of this new motu proprio is to set the clear and unequivocal distinction between control and vigilance, on the one hand, and administration of goods, on the other. Therefore, the Motu Proprio specifies the competencies pertaining to the Administration of the Patrimony of the Holy See (the administration of resources) and better delineates the Secretariat for the Economy’s fundamental role of control and vigilance. The document published responds to the need to define further the relationship between the Administration of the Patrimony of the Apostolic See and the Secretariat for the Economy. 

To facilitate the resolution of practical and technical issues that may arise, Pope has appointed a delegate and rely entirely on mutual assistance among its employees at the head of these entities: Cardinals George Pell and Domenico Calcagno.
